This finally removes the need to manually destroy CRYPTO_MUTEX values. Sadly this means we're back to having separate Mutex and StaticMutex types. I tried adding NoDestructor so the globals can be NoDestructor<Mutex>, but then the constructor isn't constexpr. Losing constexpr on ExDataClass then causes us to hit the static initialization order fiasco. This is a mess, so just make a separate StaticMutex type.
