d0e75fc927 cmd/gomobile: add init subcommand 
Running gomobile init downloads the appropriate Android NDK
compiler toolchain and builds a Go cross compiler.

2695ecabb5 cmd/gomobile: APK writer 
Files go in, a .apk file comes out. Effective testing depends
on the aapt tool being installed.
