We take the interval and add the random stagger to it, so 2X is cutting it
too close and the unit tests are often flaky.

I've removed unneeded conversions by performing the following commands:
$ go get -u github.com/mdempsky/unconvert
$ go list ./... | grep -v vendor | xargs unconvert -apply
