Naïve implementation done in this commit will not work:
- pagination is managed another way
- users, repositories and issues do not have the standard format

Philip Kimmey 8d24a4523b [Issue] replace use of label _identity with name 
- The label's _identity attribute is URL encoded.
    This is probably correct when it is being
    used as part of an API endpoint URL, but
    when used as part of the POST data, GitHub
    will return a 422 error stating that the
    label does not exist.
