Currently tags used in the project are a mix of annotated and
non-annotated/lightweight tags. Without `--tags` flag `git describe`
will not take into account annotated tags.

NIM_PARAMS is and internal variable.
NIMFLAGS should be used outside of nimbus build system.
includes:
* fix(docker): copy RLN parameters.key into the container

Should fix errors like:
