## Rationale
**Merkle Trees** are used as they provide integrity of our records. A list of nodes can be authenticated using the signature of the root hash of our the tree.
**Diverging from the EIP** has been done to enable modifications to the specification, such as using `multiaddr` over [`ENR`s](https://eips.ethereum.org/EIPS/eip-778), this provides us with a more holisitic protocol. <!-- @todo do we want to write about libp2p -->
