They can use it for governance participation, redistribute it to their users, or allocate it to incentivize specific behaviors within their protocols.</span></p>

This is a deliberate design choice: a network that onboards millions of new users and agents per year cannot afford to have its reputation supply freeze. The floor ensures the network remains permanently open to new participants while inflation converges toward low single digits as a percentage of total supply.</span></p>
