refactor docker image creation to use base image

Squashed commits:
- initial work
- make base image use all the versions
- make desktop images use the base image
- update ci to use new images
- use new toolversion script
- update android image tag
- add missing android-26 platform
- fix installing packages with sdkmanager
- fix installation of react-native-cli
- specify prefix path for npm install -g
