52fe774975 feat(@desktop/metrics): Show metrics popup when starting application 
Adding local setting: metrics_popup_seen
Small refactoring: showing popup from main.qml
Showing popup: 1. on welcome screen, 2. in Settings/Privacy page and 3. after login when the popup has not been shown yet
