This necessitated a number of type fixes: - Upgraded the express flow-typed file to latest - Added manual flow error suppression to where the express flow-typed file is still using a deprecated utility type - Removed type polymorphism support on map.merge (see context here[1]). We weren't using the polymorphism anywhere so I figured it was simplest to just remove it. - Improve typing around jest mocks throughout the codebase. Test plan: `yarn test --full` passes.
