Remove `src/app/public` (#582)
Summary: This subtree has no effect on the new build process; it contains only stale code. Test Plan: Running `yarn test --full` passes. Running `yarn build` and running an HTTP server on the result indicates the expected behavior, as does running `yarn start`. A quick `git grep public` finds no amok results. wchargin-branch: remove-public
