David Aurelio 6a4e113736 Stronger config types ...

Summary:
Splits `ConfigT` into `ConfigT` (core + packager configuration) and `RNConfig` (RN CLI configuration).
Also guarantees that all values on `ConfigT` have a default when loading user configuration.
