…it doesn't exist (#21593)
Fixes#21593
RCTTVView.m contains a method called `setHasTVPreferredFocus`, where the following function call breaks the build:
[(RCTRootView *)rootview setReactPreferredFocusedView:self];
`setReactPreferredFocusedView` was formerly part of **RCTRootViewInternal.h** but was removed sometime.

- When you select the button he is focus and the underlay is show
- When you press the button, there is an animation, but after the animation, the focus is on the button and the underlay is show
Play with tvParallaxProperties on tvOS, test with and without patch just to see the actual behaviour
```
<TouchableHighlight
tvParallaxProperties={{
enabled: true,
shiftDistanceX: 0,
shiftDistanceY: 0,
tiltAngle: 0,
magnification: 1.1,
pressMagnification: 1.0,
pressDuration: 0.3,
}}
underlayColor="black"
onShowUnderlay={() => (console.log("onShowUnderlay")}
onHideUnderlay={() => (console.log("onHideUnderlay")}
onPress={() => (console.log("onPress")}
Summary:
Explain the **motivation** for making this change. What existing problem does the pull request solve?
This change is required when you try to set a focus on a view that doesn't exist and thus cannot be focused. In my specific use case, this occurred when trying to set a focus on a list item in a setInterval when the View (with the specific list item) had been popped. The while loop ran infinitely (eventually freezing the app) since the rootView doesn't exist. This adds that check and breaks out if so.
All obj-c tests ran successfully.
