There were approximately 350 unused suppressions in xplat/js when checking with .flowconfig.android
The flow team is partially responsible for this, since our release process hasn't changed since we added the flowconfig. In the diff beneath this one, I added the functionality necessary for us to not add any more unused suppressions. To test it, I made this diff. The steps were:
1. Start iOS server
2. Start android server
3. remove unused ios suppressions
4. remove unused android suppressions
5. add ios suppressions with site=react_native_ios_fb
6. add android suppressions with site=react_native_android_fb
7. remove unused ios suppressions. The ones that are unused are ones where an android comment was inserted as well, since the ios comment no longer is next to the error
8. add suppressions using ios flowconfig with site=react_native_fb
9. remove unused android suppressions. The unused ones are ones that were moved up when the cross-platform suppressions were inserted.
I'm going to make this into a script to make sure we don't contribute anymore unused suppressions from our side.

These tests are using a mock memory FS to start with, so there is no reason at all they should depend on the host OS or filesystem details. This changeset fixes that so that we fully mock the `fs` and `path` modules dependending on the mock platform (not the host platform). I also added an example of how we can test both platforms (regardless of the host platform) in `findPackageClassName`. Follow up changeset will be to do the same for all the other affected tests.

This pull request adds the ability for a platform developer to provide a `"haste"` key under the `"rnpm"` key in their `package.json` which allows the packager to pick up that platform's javascript files. The intent is to remove the need to have custom platforms hardcoded in. This is inspired by the `"jest": { "haste": {} }` key used by jest.
For example, React Native Dom would have an entry like:

Support for more keys (path blacklists perhaps?) could be added in the future.

React Native overrides the `metro.config.js` settings for, e.g., `hasteImplModulePath`, which prevents us from adding a `metro.config.js` file to the repo for `react-native-windows` to allow us to resolve Haste modules at the top-level of the repo. Currently, when the cli tries to determine the package name, it accidentally trims out the entire package name. This makes it appear to the rest of the program as if `react-native link The controller you requested could not be found./my-package` was just `react-native link`. This adds a little regex to prevent that from happening, so that scopes can be passed as parts of packages.

This PR removes the need for having the `providesModule` tags in all the modules in the repository.
It configures Flow, Jest and Metro to get the module names from the filenames (`Libraries/Animated/src/nodes/AnimatedInterpolation.js` => `AnimatedInterpolation`)
* Checked the Flow configuration by running flow on the project root (no errors):

Summary:
The core React Native codebase already has full support for CocoaPods. However, `react-native link` doesn’t play nicely with CocoaPods, so installing third-party libs from the RN ecosystem is really hard.
This change will allow to link projects that contains its own `.podspec` file to CocoaPods-based projects. In case `link` detect `Podfile` in `iOS` directory, it will look for related `.podspec` file in linked project directory, and add it to `Podfile`. If `Podfile` and `.podspec` files are not present, it will fall back to previous implementation.
**Test Plan**
1. Build a React Native project where the iOS part uses CocoaPods to manage its dependencies. The most common scenario here is to have React Native be a Pod dependency, among others.
2. Install a RN-related library, that contains `.podspec` file, with `react-native link` (as an example it could be: [react-native-maps](https://github.com/airbnb/react-native-maps)
3. Building the resulting iOS workspace should succeed (and there should be new entry in `Podfile`)

Summary:
In <= 0.44, the default implementation of getProjectRoots() came from `local-cli/core/default.config.js`. With changes happening in the CLI and the packager over the course of the last two months, various pieces of this logic (specifically `local-cli/utils/Config.js`) were rewritten, and though default.config.js was still being imported and used in `local-cli/core/index.js`, the default `getProjectRoots()` was being overriden by the defaults specified in `local-cli/utils/Config.js`.
This PR moves the logic from default.config.js into Config.js and index.js, as appropriate. Specifically:
- The `getProjectCommands()`, `getProjectConfig()`, and `getDependencyConfig()` methods, which have traditionally not been part of the rn-cli.config.js spec, are now defined in `local-cli/core/index.js`.
- The `getProjectRoots()` method, which contained logic for properly resolving the _actual_ project root as well as resolving symlinks within that root, has been moved to `local-cli/utils/Config.js`, to match the fact that other default rn-cli.config.js definitions live there.

`react-native link` often fails due to the wrong manifest being used when you use a debug manifest. `findManifest` returns `debug/AndroidManifest.xml` instead of `main/AndroidManifest.xml`. And the debug manifest usually does not have the package name defined so `projectConfigAndroid` throws a cryptic "Cannot read property 'replace' of undefined" error.
This fixes the issue by throwing a more user friendly error and providing a `manifestPath` userConfig.
This is mostly based on comments to #10050.
