[Database] Standardise error messages and add context support for Reference.on()
...
- Make error messages raised by Reference.on() same as Web API
- Add support for context argument to Reference.on()
- Add tests for Reference.on()
- Add JSDoc comments for Reference.on() and some other minor methods
