introduce `BlobId` type for tracking blob subnets (#5560) 
Instead of mixing up `SubnetId` (attestation subnet type) for blobs,
introduce dedicated `BlobId` type.

quite funny, this removes >_1000_ transitive imports when building
`nimbus_validator_client`.
