Core db+aristo updates n fixes (#2298) ...

* Fix `blobify()` for `SavedState` object

why:
  Have to treat varying sizes for `HashKey`, i.p. for an empty key which
  has zero size.

* Store correct block number in `SavedState` record

why:
  Stored `block-number - 1` for some obscure reason.
