* Enable optional chunked RLPx messages

why:
  Legacy feature used by Nethermind

details:
  Disable with make flag: ENABLE_CHUNKED_RLPX=0

* Rebase & bump nim-eth

* Fix default behaviour

why:
  Got lost somehow. Comments do not match GNU make code directives.
