why:
Logger dump data were wrongly dumped from the production database. This
caused an assert exception when iterating over the persistent database
(instead of the memory logger.) This event in turn was enabled after
fixing another inconsistency which just set up an empty iterator. Unit
tests failed to detect that.
Why?
Some opcodes such as labeled EIP-2929 changed their behavior from fixed
gas cost to dynamic gas cost.
This changes together with #1715 and #1717 will make the new EVM tracer
to produce trace result identical to geth.
Also embed evmc_status_code to computation.error, and make
the tracer produce cleaner output. No more "Revert opcode executed"
error message. We can distinguish error code between REVERT
and FAILURE in a more cleaner way.

The big thing introduced here is the idea of "cells" for stack,
memory, and storage values. A cell is basically just a Future (though

distinct wrapper around a value - if you want to turn off the
asynchrony).

cache is not cleared, only the storageRoot set to empty storage root,
this will cause getStorage and getCommitedStorage return wrong value
if the originalValue cache contains old value.
now macro assembler support merge fork, shanghai, etc without using ugly hack.
also each assembler test have their own `setup` section that can access
`vmState` and perform various custom setup.
simplify EVM and delegete those things to accounts cache.
