`initTable` is obsolete since nim 0.19 and can introduce significant
memory overhead while providing no benefit (since the table will be
grown to the default initial size on first use anyway).
In particular, aristo layers will not necessarily use all tables they
initialize, for exampe when many empty accounts are being created.
this is a preparation for migration to confutils based config
although there is still some getConfiguration usage in tests code
it will be removed after new config arrived
File `vm_types2` is obsolete. Remove this file and divert all imports to the
common forks list outside the EVM, or in some cases they don't need it anyway.
