Update storage tree admin (#2419)
* Tighten `CoreDb` API for accounts

why:
  Apart from cruft, the way to fetch the accounts state root via a
  `CoreDbColRef` record was unnecessarily complicated.

* Extend `CoreDb` API for accounts to cover storage tries

why:
  In future, this will make the notion of column objects obsolete. Storage
  trees will then be indexed by the account address rather than the vertex
  ID equivalent like a `CoreDbColRef`.

* Apply new/extended accounts API to ledger and tests

details:
  This makes the `distinct_ledger` module obsolete

* Remove column object constructors

why:
  They were needed as an abstraction of MPT sub-trees including storage
  trees. Now, storage trees are handled by the account (e.g. via address)
  they belong to and all other trees can be identified by a constant well
  known vertex ID. So there is no need for column objects anymore.

  Still there are some left-over column object methods wnich will be
  removed next.

* Remove `serialise()` and `PayloadRef` from default Aristo API

why:
  Not needed. `PayloadRef` was used for unstructured/unknown payload
  formats (account or blob) and `serialise()` was used for decodng
  `PayloadRef`. Now it is known in advance what the payload looks
  like.

* Added query function `hasStorageData()` whether a storage area exists

why:
  Useful for supporting `slotStateEmpty()` of the `CoreDb` API

* In the `Ledger` replace `storage.stateEmpty()` by 	`slotStateEmpty()`

* On Aristo, hide the storage root/vertex ID in the `PayloadRef`

why:
  The storage vertex ID is fully controlled by Aristo while the
  `AristoAccount` object is controlled by the application. With the
  storage root part of the `AristoAccount` object, there was a useless
  administrative burden to keep that storage root field up to date.

* Remove cruft, update comments etc.

* Update changed MPT access paradigms

why:
  Fixes verified proxy tests

* Fluffy cosmetics

* CoreDb: Remove crufty second/off-site KVT

why:
  Was used to allow late `Clique` to store directly to disk

* CoreDb: Remove prune flag related functionality

why:
  Is completely legacy stuff

* CoreDb: Remove dependence on legacy API (tests unsupported yet)

why:
  Does not fully support Aristo

* Re-factoring `state_db` using new API

details:
  Only minimum changes needed to compile `nimbus`

* Update tests and aux modules

* Turn off legacy API and remove `distinct_tries`

comment:
  The legacy API has now cruft status, will be removed soon

* Fix copyright years

* Update rpc for verified proxy

Introduce wrapper type for EIP-4844 transactions (#2177)
* Introduce wrapper type for EIP-4844 transactions

EIP-4844 blob sidecars are a concept that only exists in the mempool.
After inclusion of a transaction into an execution block, only the
versioned hash within the transaction remains. To improve type safety,
replace the `Transaction.networkPayload` member with a wrapper type
`PooledTransaction` that is used in contexts where blob sidecars exist.

Get rid of HexQuantityStr and HexDataStr usage
Both types are not safe and require validation/conversion
from rpc implementer.
This PR change it to safer types and delegate the conversion
and validation to the rpc library.

Unified database frontend integration (#1670)
* Nimbus folder environment update

details:
* Integrated `CoreDbRef` for the sources in the `nimbus` sub-folder.
* The `nimbus` program does not compile yet as it needs the updates
  in the parallel `stateless` sub-folder.

* Stateless environment update

* Integrated `CoreDbRef` for the sources in the `stateless` sub-folder.
* The `nimbus` program compiles now.

* Premix environment update

details:
* Integrated `CoreDbRef` for the sources in the `premix` sub-folder.

  Generalisation was just missed due to overcoming some compiler oddity

  Warning was added to this function which must be wrapped so that
  any `CatchableError` is re-raised as `Defect`.

* Split off persistent `CoreDbRef` constructor into separate file

why:
  This allows to compile a memory only database version without linking
  the backend library.

* Use memory `CoreDbRef` database by default

detail:
 Persistent DB constructor needs to import `db/core_db/persistent

why:
 Most tests use memory DB anyway. This avoids linking `-lrocksdb` or
 any other backend by default.

* fix `toLegacyBackend()` availability check

why:
  got garbled after memory/persistent split.

* Clarify raw access to MPT for snap sync handler

why:
  Logically, `kvt` is not the raw access for the hexary trie (although
  this holds for the legacy database)

More work on withdrawals (#1482)
* Part of EIP-4895: add withdrawals processing to block processing.

* Refactoring: extracted the engine API handler bodies into procs.

Intending to implement the V2 versions next. (I need the bodies to be
in separate procs so that multiple versions can use them.)

* Working on Engine API changes for Shanghai.

* Updated nim-web3, resolved ambiguity in Hash256 type.

* Updated nim-eth3 to point to master, now that I've merged that.

* I'm confused about what's going on with engine_client.

But let's try resolving this Hash256 ambiguity.

* Still trying to fix this conflict with the Hash256 types.

* Does this work now that nimbus-eth2 has been updated?

* Corrected blockValue in getPayload responses back to UInt256.

* Working on getting the withdrawals-related tests to pass.

* Fixing more of those Hash256 ambiguities.

(I'm not sure why the nim-web3 library introduced a conflicting type
named Hash256, but right now I just want to get this code to compile again.)

* Bumped a couple of libraries to fix some error messages.

* Needed to get "make fluffy-tools" to pass, too.

* Getting "make nimbus_verified_proxy" to build.

* Updated to the latest nim-eth, nim-rocksdb, nim-web3

* Bump nimbus-eth2 module and fix related issues

Temporarily disabling Portal beacon light client network as it is
a lot of copy pasted code that did not yet take into account
forks. This will require a bigger rework and was not yet tested
in an actual network anyhow.

* More nimbus fixes after module bumps
