- Add new content + content key functionality for header by number
- Remove EpochRecords from the network
- Add pruning call for the EpochRecords + required deprecated
functionality
- Adjust getBlock and getBlockHashByNumber to make use of the
new functionality instead
- Delete content_verifier as it was only verifying the now
deprecated EpochRecord
The 3 proofs can be reworked to two proofs as we can use the
BeaconBlock directly instead of BeaconBlockHeader and
BeaconBlockBody. This is possible because the HTR of the
BeaconBlock is the same as the one of the BeaconBlockHeader.
This results in 32 bytes less as an intermediate hash can be
removed. But more importantly looks more clean and compact in
structure and code.
- EpochAccumulator got renamed to EpochRecord
- MasterAccumulator is not HistoricalHashesAccumulator
- The List size for the accumulator got a different maximum which
also result in a different encoding and HTR

- Add post Bellatrix Beacon block proof exporting to
eth_data_exporter
- Rework the Bellatrix Beacon block proof exports to us yaml
format
- Move some common code of the two different beacon block proofs
to beacon_chain_block_proof_common module
- Move + add to yaml utils to be usable not just for the tests but
also for eth data exporter
- The fluffy test vector repo got forked (well, copied rather) to
become the official one under ethereum github org, so we change
to that repo now and archive ours.
- Our repo also stored accumulator / historical_roots, replace
that with a new repo which is only for network configs.
- Several changes needed to be made due to test vectors that got
updated + some of them got changed to / are yaml format instead of
json.

Portal master accumulator was removed from the network specs as a
content type shared on the network, as since the merge this is
a finite accumulator (pre-merge only).
So in this PR the accumulator gets removed as network type and
gets instead baked into the library. Building it is done by
seperate tooling (eth_data_exporter).
Because of this a lot of extra code can be removed that was
located in history_network, content_db, portal_protocol, etc.
Also removed to option to build the accumulator at start-up
of fluffy as this takes several minutes making it not viable.
It can still be loaded from a provided file however.
The ssz accumulator file is for now stored in the recently
created portal-spec-tests repository.
- Let accumulator finish its last pre merge epoch (hash_tree_root
on incomplete epoch).
- Adjust code to use isPreMerge and remove isCurrentEpoch
- Split up tests to a set that runs with a mainnet merge block
number and a set that runs with a testing value.
