vedran 4e4c6da774 consul: make check configurable ...

Adds launchd_timer_consul_check_timeout (default 2s, unchanged behaviour).
Allows per-timer override for checks that need longer, e.g. checks that
call 'launchctl print' which can hang on launchd IPC.
