Housekeeping and removal of none additions

Clean up debugging statements from fund_accounts.
Removed the addition of the nonce increment for contracts deploy as this was only affecting mneumonic-generated accounts which is not meant for dev environment.

this changes Embark to an EventEmitter and adds more event handling for loading and fetching plugins. It introduces a dependency on underscore and underscore string. It adds defenses against null/invalid options objects.
