Merge pull request #10515 from hashicorp/dnephin/fix-arm32-atomic-aligment

Fix panic on 32-bit platforms

Conflicts in tlsutil/config.go were resolved by dropping those changes.
The issue that was fixed in that file is not in 1.10.x.
