agent: add TestAgent to replace other mechanisms

TestAgent will replace the following mechanisms to
start test agents in subsequent requests:

 * makeAgentXXX
 * makeDNSServerXXX
 * makeHTTPServerXXX
 * testServer
 * httpTest
