This helps control the amount of memory used by the agent, but prevents spurious warnings about dropped messages in very large Consul clusters. The intent queue warnings have also been disabled since queue telemetry was already available and a simple fixed limit isn't applicable to all clusters, so it could cause a high rate of warnings about intent queue depth that were not useful or indicative of an actual issue.
