Recursive sanitize (#3505)

* vendor: add github.com/sergi/go-diff/diffmatchpatch for diff'ing test output

* config: refactor Sanitize to recursively clean runtime config and format complex fields

* Removes an extra int cast.

* Adds a top-level check test case for sanitization.
