ename:VK_BUFFER_CREATE_SPARSE_BINDING_BIT flag using the following

  * pname:buffer is the sname:VkBuffer object to be bound.
  * pname:bindCount is the number of sname:VkSparseMemoryBind structures in
    the pname:pBinds array.

    structures.
