The `VK_FUCHSIA_imagepipe_surface` extension is an instance extension.
It provides a mechanism to create a slink:VkSurfaceKHR object (defined by
the `<<VK_KHR_surface>>` extension) that refers to a Fuchsia
code:imagePipeHandle.
