Fix autovalidity for output Flags pointers

Previously
(`vkGetDeviceGroupSurfacePresentModesKHX::pModes` and
`vkGetDeviceGroupPeerMemoryFeaturesKHX::pPeerMemoryFeatures`)
required output flags pointer to be valid + non-0
