* fix(blockexchange): asyncSpawn advertising of local store blocks

* fix(blockexchange): asyncSpawn discoveryQueueLoop

- prevents silently swallowing async errors

* fix(blockexchange): asyncSpawns block exchange tasks

- prevents silently swallow future exceptions
