Fix OpenSSL For Libtorrent ...

libtorrent + pyinstaller requires a lib(ssl/crypto)-1_1.dll and
lib(ssl/crypto)-1_1-x64.dll odd quirk but solveable by just having
two copies. Maybe later compiling our own libtorrent.
