Adding error message to the History Responses (#660) ...

* adds error field to history response

* unittest for protobuf enc/dec

* renames HistoryResponseError to Store Error and simplifies pagination logic

* reverts the naming of StoreError to HistoryResponseError

* fixes a unittest for invalid cursor

* renames OK to NONE
