feat: compliance test for peer-exchange discovery (#1186)
* skip fleet test for CI

* add: compliance test

* fix: check CI

* fix: nwaku node name

* remove: setTimeout

* force typecasting instead of ts-ignore

* rm: only for the test

* increase readability
