Update testnet related configuration ( #524 )

* Use value instead of variable in .env.testnet
* Reduce testnet logs verbosity
Debug logs are too verbose for long running node instances. If needed
users could manually adjust configuration in `testnet/*_config.yaml`
files without rebuilding the docker images.
