test: improve cucumber tests ( #2150 )

- Improved cucumber test artefacts by persisting them to the test output location, grouped by `feature>scenario>attempt>node`.
- Removed old `NOMOS_` const references.
- Updated test framework tag and re-pointed to the updated commit.
- Ensured that the required test artefacts are uploaded in CI.
- Fixed the _chain_start_time_ issue in the main repo and the test framework. This fixed `test_ibd_behind_nodes` locally.
