Single-finger drag previously panned the homepage map, trapping page
scroll on mobile. Touch devices now pan/zoom only with two fingers and

Reviewer feedback: the "Read the proposal" links must deep-link to the
winnable-issues page anchors (Benin, LA, Lisbon). Card content kept; only the
displayed city and the link change.
