vedran 59da0997bf ci: add macOS signing, notarization and release pipeline 
Produces a signed and notarized macOS tar.gz of the lgpm CLI
No stapling since tickets can't be stapled to flat dirs
or tarballs, Gatekeeper verifies the ticket online.
