* fix: downloadResolvedDependencies keeps already-installed satisfying deps

downloadResolvedDependencies re-resolved with NO installed set
(resolveDependenciesJson(deps) — installed defaulted to empty), while the
preview resolveDependencies(deps, installed) was installed-aware. So the
preview could say 'nothing changes' while the actual download silently
upgraded an installed transitive dep to the newest version. It now takes an
installedPackagesJson arg and threads it through, so download matches preview.

Also re-pins the downloader lib to pick up the resolver fix where a top-level
pinned dep is no longer re-resolved to newest as a transitive dep.

BREAKING: downloadResolvedDependencies now takes 2 args; callers must pass the
installed set (or "").

Addresses Copilot review on #17 — README and docs/project.md still showed the
old 1-arg downloadResolvedDependencies(depsJson); they now show the
installedPackagesJson parameter.
