marko f5f8515c66 feat(ci): setup releases and package signing ...

- added flake.nix with devshell that is used in CI
- added helper scripts for rebuilding index, check published modules and
  release module
- added linux and macos jobs for supporting arches, also added combined
  jenkinsfile
