This PR introduces the initial Cucumber-based integration test framework for the LEZ, building on the testing-framework integration work started by @andrussal, adds the first set of Cucumber integration scenarios and establishes reusable infrastructure for future Cucumber scenarios.

BREAKING CHANGE: WrappedTokenConfig and ReceiverConfig gain an authority field and CrossZoneConfig gains source_authority, so the config layouts change and every program image id moves.
Decentralized-sequencing foundation: a shared chain_state crate (two-tier
head/final ChainState, apply_block, AcceptOutcome, StallReason, and the
absorbed channel-consistency machinery), turn-gated block production, the
publisher follow path for adopted/orphaned/finalized peer blocks, and
persistence that keeps disk order equal to apply order under the chain lock.
Rebased onto dev after #600/#606: chain_consistency is absorbed into
chain_state, the sequencer bootstrap's verify_and_reconstruct is re-wired
onto the two-tier ChainState (reconstruction applies channel history
through the final tier and persists via the follow-path primitives), and
test fixtures adopt the SequencerSetup builder extended with
with_bedrock_signing_key.

Integrates origin/main (per-program-crate refactor) and re-homes the cross-zone messaging feature onto it.
BREAKING CHANGE: Genesis state root changes. This registers six builtin programs
(cross_zone_outbox, cross_zone_inbox, ping_sender, ping_receiver, bridge_lock,
wrapped_token) and seeds their genesis accounts (the wrapped_token authorized
minter config, the per-zone inbox config, and optional bridge-lock holdings).
Building the new cores alongside the existing builtins also enables serde/alloc
for the shared programs build, regenerating every builtin program image id. All
nodes must upgrade together.
BREAKING CHANGE:
- Crate `nssa` renamed to `lee`; update `Cargo.toml` dependencies from `nssa = { workspace = true }` to `lee = { workspace = true }`.
- Crate `nssa_core` renamed to `lee_core`; update similarly.
- Crate `key_protocol` moved under `lee`; update `Cargo.toml` dependencies from `key_protocol = { workspace = true }` to `lee_key_protocol = { workspace = true }`.
- Type `NSSATransaction` (in `common`) renamed to `LeeTransaction`.
- Error type `nssa::error::NssaError` renamed to `lee::error::LeeError`.
- Error type `nssa_core::error::NssaCoreError` renamed to `lee_core::error::LeeCoreError`.
- All `use nssa::` and `use nssa_core::` import paths must be updated to `use lee::` and `use lee_core::` respectively.
- Guest programs must replace `write_nssa_outputs` with `write_lee_outputs`.
- The sequencer RocksDB column family for the chain state was renamed. Existing databases are incompatible and must be wiped before running the new version.
- Domain separators updated: `"NSSA_seed"` → `"LEE_seed"` (key derivation), `"NSSA/v0.2/KDF-SHA256/"` → `"LEE/v0.2/KDF-SHA256/"` (encryption KDF), `"/NSSA/v0.2/AccountId/PDA/"` →
`"/LEE/v0.2/AccountId/PDA/"` (public PDA address derivation). All previously derived keys, encrypted outputs, and public PDA addresses are invalidated.
Introduce the ATA program, which derives deterministic per-token holding
accounts from (owner, token_definition) via SHA256, eliminating the need
to manually create and track holding account IDs.
Program (programs/associated_token_account/):
- Create, Transfer, and Burn instructions with PDA-based authorization
- Deterministic address derivation: SHA256(owner || definition) → seed → AccountId
- Idempotent Create (no-op if ATA already exists)
Wallet CLI (`wallet ata`):
- `address` — derive ATA address locally (no network call)
- `create` — initialize an ATA on-chain
- `send` — transfer tokens from owner's ATA to a recipient
- `burn` — burn tokens from owner's ATA
- `list` — query ATAs across multiple token definitions
